I move 18 SHF, 1 CL1 and 1 CL2 from Omicron Beta to Epsilon 2.
Epsilon-2 has: 2 Habital planets and a 50 point bonus from an Old alien factory.
I claim Epsilon two in the name of the Outcast Cartel.

The Federation has no personal grudges against any of the mentioned factions. At this time, it is in the Federation's best interests to remain neutral. Unless Federation vessels will come into danger, or another allied faction will become attacked by the groups mentioned above apart from self-defense, we will not interfere with any military actions that might emerge as a result of this conferrence. It is in our interest to maintain positive relationships with all major factions in Sirius, until they show hostility against the Federation.

Your offer is logical and will benefit both of our factions. We hope we can rely on Liberty ships to be able to help protecting our stations in case they get attacked by hostile forces. Similarly, Federation ships will join Liberty army in battle against a common foe.
However, at the present time, House Liberty and the Federation share little common goals. Therefore we have agreed that the best solution for the good of the Federation is entering a pact no greater than a coalition with House Liberty.

Our logical analysis show that both of our factions have lots in common. We both are trying to gain reckognition among the major houses, and to get some place in Sirius to build a powerful and prospering state.
Even at the moment, Federation scout ships are traversing the unexplored and uninhabitated systems of the Epsilon and Rho clusters. We hope our two factions can share this part of Sirius and live there in harmony and prosperity. Any Outcast ship iswelcome in Fedration territory, and we hope the same stands for our ships.
To strenghten our relationships even further, we offer you signing a separate non-agression pact. If you agree, Federation ships will not attack Outcast installations unprovoked, nor will help any other faction in war against the Cartel.

Your ships are not welcome there, and if the Outcasts demand your withdrawal, the Federation will fully support them by whatever will be in our interest.

time for an IC post I think.
Action:
Moving 1 CL1, 1 SS and 20 LF from New York to Epsilon 4. Upon arrival the CL1 and the SS will start deploying a mixed minefield with Anti/Emp mines, a cloaked sensor bouy, and a regenerative field around the jump hole to New York. The fighters cover them. Upon completetion all ships take up defensive formations around the jump hole. Except for 5 LF that will go on patrol around the jump hole.

Our sensors have noticed Liberty presence in the Epsilon-4 system. Although we won't interfere with your actions right now, as this isn't conflictiong with the Federation's interests, this new installation will be watched closely. Do not attempt to move deeper into the Epsilon cluster. If you do so, be ready to bear the consequences.
Also, if the Outcast Cartel decides this presence of yours is undesirable, the Federation will in no way attempt to help or harm any side. You are on your own there.

To the Corporate Federation
How we have no plans on expanding further into the system. We may in the future want to add a small space station near the jump hole so our forces have a more permanent home. If we do that we will of course ask for permission first. We do however ask you to keep your forces at least 10k away from ours so we do not have any accidents between our pilots.

Agreed on both subjects. Keep your profile in the Epsilon cluster low. Construct a maximum of one small outpost. We don't want any "accidents" to happen too.

I move from Omicron Beta: 15 VHF, 20 HF, 25 LF to Epsilon 1 15 VHF, 20 HF, 25 LF to Epsilon 3
Epsilon 1 has 3 planets Epsilon 3 is an empty system, but an Old and large Capital shipyard is found.
Epsilon 3 and 1 claimed in the name of the cartel.
To Liberty: President, you draw dangerously close to my home. Stay out of the Epsilon cluster. Don't you have enough systems to call your own. Don't you have enough problems in the shining center of quadrent to deal with rather than come out to the hind end of space? I will not prevent you from traversing the Epsilons, but DO NOT enter the Omicrons. I beg of you. It would cause unnessecary problems for us. Other than that, happy exploring.
