As the majority of the Deathspire fleet leaves orbit of Valii, the flagship of the remaining forces sends out a transmission to the planet below, and the ships that surrendered in the Battle of Zviast which have been escorted there. Although it isn't intended for them, there is no particular encryption and thus the Remnant and Republic can listen in without effort.

We, the Shadow Spire, have been given the task of concluding this war and monitoring the Valiaas for the forseeable future. As far as the Imperium is concerned, it is over. We have no interest in killing you; thus, these are the terms of surrender.
The Shadow Spire will remain as a token force in this system. We are not here as your conquerers, but your minders. We will shortly commence assembly of a low-orbit space station around your homeworld, from which we will operate and monitor you.
Your heavy carriers and dreadnaughts must be decommissioned, and any significant military buildup will be frowned upon. We will also reserve the right to monitor Valiaas politics and neutralise any extreme elements. I'm sure that, given the situation you have found yourselves in thanks to the rampant aggression of the Savaaik, you will have few objections.
Apart from that, we have no intention of further destruction to your people, unless you should act against us. The Remnant and Republic peacekeeping fleets will ensure that we keep to our word.
We are willing to assist in limited reconstruction of your orbital facilities, but these too will be monitored, until such time as the Imperium considers you to be worthy of trust as an independent force.
Be aware that anything not in Valii space is not automatically subject to this agreement. They are in hostile territory and will be considered collaborators unless we are informed of their presence and assured that the Savaaik have no presence there.
We are willing to deal with and support any Valii House that accepts these terms. It is not our intention to annihilate you as a people, only to ensure that you become a useful part of the galaxy.

Aevan Immara, heading the Stellar Council again, responds to the message."Deathspire envoy, it seems that we have no other choice but to accept your terms. You have accomplished your goal. The Savaaik kept fighting until their end, and their end came to them. Over the past few years, they have invested so much in their space program so that they have little assets left on Valii. They are now scattered across the planet, even people of their capital city itself are revolting. We Immara value our people's lives more than fighting a lost war for the sole purpose of the fight, and on this day, 19th September, PS 994, we surrender to your forces. But be aware, while the Immara Stellar Council holds high authority among Valii Houses, there are still some foolish enough to continue their vain efforts to fight. While we will attempt to control the other Houses as much as possible, we do not want to risk a civil war. In any case, we advise against building a station in direct orbit of Valii II or Valii III, in fear of sabotage and events beyond the Council's control. If you want to maintain a steady presence in the system, that is your right. If you want to visit the surface, arrange escorts with House Immara first. Even your appearance among the public would cause panic, and we can not predict the results. However, House Immara will never consider the Deathspire Imperium as its ally. We accept your conditions, and we will be grateful for any support you can provide to help us rebuild what we have lost, but do not expect any help form us in your own battles. The destruction you caused had set us back years in industrial capabilities, we are back at the point before we have even discovered the Nodes. It will take us years to regain our former strength, and we will not go to another war before we are ready and unless we have a convincing reason to. We still have to consider reestabilishing our presence at the Hope Station council. I have one last question: there are several Immara ships still being unaccounted for -- they were not among the ones lost in battle, neither among the ones you have returned, fourteen ships in total. We would be glad to know what fate has met them. The First Circle will now express their agreement with what has been said." The Immara sitting around the table stand up, and perform a short ceremony to announce their approval.

You accept your situation with grace, and we honour you for that. We expect no aid from you, nor require it. Perhaps, in time, our two peoples will come to forgive and forget, but for the moment, the injuries are too fresh.
Do not concern yourselves for our safety, or for any bloody retribution we might take. The Shadow Spire have been outcasts and loners from Deathspire society for centuries, we understand better than most the intricacies of your society, and will strive not to hold House Immara responsible for any foolishness on the part of other Valiaas.
Finally, with regards to the missing ships, these were confiscated as per the terms of surrender. The crews will be returned to you within the hour; a few souls aboard each agreed to assist us in understanding your technology. They have not and will not be harmed, this I promise as a Shaper of the Imperium.

The whisker-laser was a fairly universal agreement on one of the more secure methods of conversation between points. A low-intensity beam, invisible to the naked eye, lights down to a receiver in rapid pulses. Rather how fiber-optic cables work. Although slightly more refined. The biggest advantage of a whisker-laser transmission was that it was nearly un-tappable. Unless you had a way into the receiver, or could put something in front of it, you couldn't get more than bits and bytes of data from the laser scattering slightly in the air. And most never even knew one was active either.
This one was aimed at such a receiver gifted to the Immara, at the request of the Remnant battle fleet stationed in high orbit. Well, the plans were gifted at least, and the Immara could make one easily. Two receivers could 'talk' to each other, which gave the Remnant a useful, discrete link to House Immara. Whom, they said, had been the most sensible of the Valii they had met so far.

Not all of the Savaaik have been destroyed, and from our counts, their general leadership still lies hidden. "The days of the Savaaik are counted. They have no more spaace assets, their morale is crushed, the Houses once loyal to them are revolting. The only major faction still at their side is the New Eden Corporation, but their loyalty will last only as long as their funding. The remnants of the Savaaik High Command are hiding in the mountains, partly because of fear of more Deathspire incursions, partly from the rallying Valiaas. We do not even know whether their leaders are still alive. We would, however, appreciate if the other space-faring nations would limit their meddling in Valii internal affairs. As I have mentioned before, our people are not united under a common government. The alliances on Valii are shifting every day, and we do not take it kindly when outside forces try to force their ways upon us. It is still to be seen what effect will the elimination of Savaaik, and the resulting imbalance of power, have on our people. The Immara and the Savaaik have maintained a very delicate balance over the last 200 years, and that balance has been completely destroyed by the Deathspire. Some of us even believe that this might cause more and more chaos, eventually leading to a civil war. Only time will tell the true damage their rampage has caused."

For several hours, the Imperium vessels monitoring the Valii system are intently busy with the low-orbit station there. Then it is cannibalised, and the fleet leaves, taking all trace of the Imperium with it. No communication or explanation is given to the Valiaas or the peacekeeping forces.

It is over.
The obliteration of the Hive is complete. No more will their perversion stain the galaxy.
It is time for a new beginning. Even as we speak, the entire remaining population of Deathspire is leaving, coming to the newly reclaimed systems beyond the Polaris line. As far as we are concerned, all debts are paid. Isolated from the rest of you, we can find space to be ourselves.
If some of you still hold grievances against us, forget them. Let sleeping dogs lie. Our actions of the past may not have pleased everyone, but we, as a race, have no regrets.
Perhaps, without proximity to your borders, we will all come to understand each other a little better.
The systems of Deathspire, Sirenhold and Silent Reaches we give to our cousins, the Remnant, and they will always be welcome in our space. To the Kingdom of Talos, we will not forget your support. To the Republic, even if we have had differences and failed to understand your vision, we respect you. To the Valiaas, it is perhaps best to say that neither of our races showed their best against each other.
If you wish to contact us, we will maintain an outpost in Arrakis. Otherwise, be cautious about entering our territory. Respect our solitude, and in a few years or decades, perhaps we will be ready to encounter you... 'civilised' peoples again.
Deathspire made us, Deathspire guided us... but it is time to leave him behind.
The Imperium is no more. The Children of the Light must now evolve.
