Do we get to make our own fictional techs (special torpedoes, drives, cloaks, EWAR, whatever) or are all the ships pretty much identical across empires?

I'd imagine so... I've explained the principles of my weapons, shields and reactors. Basic technology (small 't') we can do what we like with, Technology (capital 't') has to be researched. But even that we can put a spin on. It's all fluff, really...

That is indeed so.
Without taking trait or tech bonuses into account, your two CL 3 ships are statistically identical.
However 'fluff' wise that could be anything from a Republican Deimos, to a Living Warship that spews acid clouds, to a Battlestar, to a giant silver ship with razor thin beams to a giant slap of missile batteries.
Basically your fluff lets you describe your ships how youw ant, but without traits or techs your fluff won't by default be better then anyone elses fluff.

Was it intended for one person to take more than one of Strike Craft / Capital Ship / Fleet Balance Doctrines? I know there is nothing in the rules preventing that, but to me it seems like different kinds of specialisations.

Someone can, but they're putting all their eggs in there space forces basket if they do. Though when used in conjuntion with mass production they offset the inherent weakness in those ships putting you back up to standard, though you'd need a negetive trait in somthing to do that

Could we please move our ship designs to a separate thread? It will make them much easier to find for future reference, without having to dig through empire descriptions. I created a thread already. Also, same thing in the future when inventing new technologies.
